Bill 4 and You
Effective April 1, 2004, new provincial legislation (Bill 4, the Ontario Energy Board Amendment Act) comes into effect. The government wants electricity customers in the province to take a strong lead in energy conservation. The implementation of a two tiered block rate structure has been designed to reward energy conservation.
Residential, low volume businesses and designated customers that currently pay 4.3 cents per kWh will see a change in the price of their commodity. They will be charged 4.7 cents per kilowatt hour (kWh) on the first 750 kWh of electricity consumed per month. All consumption over and above 750 kWh in that month will be priced at 5.5 cents per kWh.
BILL 4 - PLAIN AND SIMPLE - THE TOP 3 HIGHLIGHTS THAT COULD IMPACT YOU EFFECTIVE APRIL 1, 2004:
1. COMMODITY PRICE CHANGES
Effective April 1st, 2004, the fixed electricity price of 4.3 cents per kWh for eligible customers is removed. Residential, low volume businesses and designated customers that were paying the 4.3 cents per kWh will automatically see a change on their bills, pro-rated for commodity consumed after April 1st.
Eligible customers will be billed the first 750-kilowatt hours (kWh) of electricity consumed per month at 4.7 cents per kWh. Every kWh consumed above the first 750 kWh in the month will be billed at 5.5 cents per kWh.
Customers will see this change in the calculation of commodity on their electricity bills, applied on a pro-rated basis after April 1st, 2004.
2. MULTIPLE UNIT DECLARATION
Under the new two step pricing, multiple unit buildings may be eligible to have the first step rate apply for each unit; lowering your commodity costs. Customers need to determine if they meet the criteria and submit the completed declaration form to our offices before we can apply the change to their electricity bill.

3. DISTRIBUTION RATE CHANGE APPROVED
According to Bill 4, local distribution companies in the province, including Cambridge and North Dumfries Hydro Inc. have been sanctioned to finally start to recover some of the costs spent in getting ready for market opening. The costs that our utility spent getting our internal systems ready for market opening can now be recovered over a four year period. Our customers will see this expense recovery as a change in their distribution rates of between 0% to 1% of their bill.
